The prevalence of this illegal distribution is inextricably linked to the complexity of licensing procedures and high costs, which encourage businesses to shift to informal channels. This is despite the government having issued various regulations at both the national and regional levels as a control instrument. This study aims to analyze the regional legal regulations regarding the distribution of alcoholic beverages in Boyolali Regency and the law enforcement process carried out in practice. This research is a field study using an empirical juridical approach that combines normative analysis of laws and regulations with empirical data from field practice. The data analysis method used is descriptive analytical, aiming to analyze the gap between theory and its implementation. Data collection was obtained through interviews and documentation with informants. The research objects include Boyolali Regency Regional Regulations Number 5 of 2016 and Number 8 of 2025, as well as the law enforcement process carried out by the Boyolali Resort Police and the Boyolali Regency Civil Service Police Unit. Data analysis was conducted based on the theory of the Legal System. Based on research and analysis using Lawrence M. Friedman's Legal System Theory, the regulation and enforcement of laws regarding the distribution of alcoholic beverages in Boyolali Regency have not been effective. Although national and regional legal frameworks are in place, these regulations are still partial and not comprehensive. In practice, law enforcement remains limited in its deterrence due to the dominance of minor criminal mechanisms, the lack of synchronization in the distribution of law enforcement authorities, and the suboptimal implementation of the latest regional regulations. Furthermore, the involvement of the police as the dominant actor in enforcing Regional Regulations indicates an inaccurate allocation of the role of law enforcement, as Regional Regulations should be enforced by the Civil Service Police Unit (Satpol PP), while the police play a subsidiary and coordinating role. Furthermore, societal legal culture, particularly the normalization of alcohol consumption and economic incentives, also influences the continued circulation of illegal alcoholic beverages. This lack of integration between legal structure, legal substance, and legal culture has led to the continued circulation of illegal alcoholic beverages despite routine law enforcement efforts.
