N2  - The Free Nutritious Meal Program for Indonesian Children is one of the government?s strategic policies aimed at improving the quality of human resources and realizing social welfare, particularly for school-aged children. This study aims to examine the implementation of the Free Nutritious Meal Program for Indonesian Children at SDN Sinduadi Timur Yogyakarta and to analyze the program from the perspective of social welfare theory. This research employs normative legal research with a descriptive-analytical approach. The approaches used include the statutory approach and the conceptual approach. The sources of legal materials consist of primary legal materials in the form of relevant laws and regulations, as well as secondary legal materials such as books, journals, theses, and other relevant scholarly works. Data analysis was conducted qualitatively using deductive reasoning.
The results of this study indicate that the implementation of the Free Nutritious Meal Program at SDN Sinduadi Timur Yogyakarta has been carried out in accordance with government regulations, particularly in terms of funding, distribution mechanisms, and the nutritional menu provided. The program has had a positive impact on fulfilling students? nutritional needs, improving learning concentration, discipline, and the development of children?s social character. However, several challenges remain, including budget limitations, limited menu variety, and concerns regarding program sustainability due to national budget efficiency policies. From the perspective of social welfare theory, the Free Nutritious Meal Program reflects the state?s efforts to fulfill children?s basic needs as part of its social responsibility, although its implementation still requires evaluation and strengthening to ensure optimal and sustainable benefits.
