Hamim Ilyas, M.Ag. abstract: Indonesia, as a country with a majority Muslim population, has a high demand for halal product certification. As a follow-up to this, the government then enacted Law No. 33 of 2014 on Halal Product Guarantees, which transferred the authority for halal certification and supervision from LPPOM MUI to BPJPH. However, its implementation at the regional level still faces various obstacles, especially in areas with complex trade and culinary activities. The high level of food and culinary business activity in Surakarta City, coupled with cases of product halalness, indicates a gap between normative provisions and supervisory practices, making this region relevant as a research location. Therefore, this study focuses on the effectiveness of halal certification implementation, supervisory mechanisms, and their legal implications for the protection of Muslim consumers in 2025. This study uses field research with an empirical legal approach. Data collection was conducted through interviews with the Surakarta Ministry of Religious Affairs, specifically with the Islamic Community Guidance (Bimas Islam) section, and was supported by a literature study based on relevant laws and legal studies. The theories used in this study are the theory of compliance according to Soerjono Soekanto and the theory of consumer protection. These two theories were used to analyze the extent to which the implementation of halal certification and halal product supervision can encourage legal compliance among business actors and ensure that the rights of Muslim consumers are fulfilled. The results of the study show that the implementation of halal certification and supervision by BPJPH in Surakarta City has been carried out through coordination between the central BPJPH, Bimas Islam, the Halal Task Force, and the Halal Inspection Agency. However, its implementation has not been fully optimal because there are still obstacles in the form of limited human resources, lack of socialization, low awareness among business actors, and uneven supervision in the field. The legal implications of this situation show that business operators' legal compliance is still predominantly at the compliance level, while the protection of Muslim consumers has not been fully maximized.
