The flashcard media in this study was designed using the material "natural disaster mitigation" contained in the IPAS lesson. The flashcard media material "natural disaster mitigation" was developed to foster creativity and communication of elementary school students. The creativity that grows from class V students is seen from fluency, originality, flexibility and elaboration in answering open-ended questions in flashcard media. Then, fostering student communication is also seen from the motivation, knowledge, and skills they show during learning. This study aims to, as follows: (1) to find out the procedure for developing flashcard media. (2) to analyze the specifications of flashcard media. (3) to analyze the feasibility of flashcard media. (4) to analyze the impact of flashcard media on students' creativity abilities. (5) to analyze the impact of flashcard media on students' communication skills. In this study, the type of research used is Research and Development (R\&D) research of the ADDIE model, namely analyze , design , development , implementation, and evaluation (evaluation). This study uses data collection in the form of interviews, documentation, and product validation assessments from validators. This study uses descriptive analysis obtained from data collection, data reduction and inference of the data obtained. Quantitative analysis is used as an analysis of product assessment data by media experts, material experts, teacher responses and students' readability responses to the products used. The results of the study show several as follows: 1) the process of developing "natural disaster mitigation" flashcard media has been successfully carried out through the development of ADDIE, which starts from the stages of analysis, design, development, implementation and evaluation. 2) Specifications of flashcard media There are 22 cards in 1 set with 6 natural disaster themes. 3) The feasibility of the "natural disaster mitigation" flashcard media has obtained a score through the calculation of Aiken's V from media experts of 0.92 with the "high" category and material experts of 0.81 with the "high" category. 4) the impact resulting from the development of "natural disaster mitigation" flashcard media in fostering students' creativity is obtained in the average category in the "very creative" ability level. 5) the impact resulting from the development of media The flashcard "Natural Disaster Mitigation" in fostering student communication is classified as "Excellent" criteria. The "natural disaster mitigation" flashcard media developed is able to contribute to being used as an innovative and contextual IPAS learning media and has the potential to be used by elementary school teachers to foster students' creativity and communication through an active and meaningful teaching and learning process. Therefore, from the results obtained, it can be concluded that the flashcard media "natural disaster mitigation" to foster creativity and communication among students has been successfully developed.} }
