Although the 30 percent affirmative quota policy has been implemented, women’s representation in the Regional House of Representatives (DPRD) of the Riau Islands Province remains limited due to persistent patriarchal culture and masculine political structures. In fact, local history records strong female leadership. Therefore, it is important to examine how Muslim women politicians in the DPRD of the Riau Islands Province understand gender from an Islamic perspective, how they practice political communication in promoting gender equality, and how they develop communication strategies through social media and religious forums (dakwah) to socialize gender equality issues. This study employs a simple qualitative and quantitative research method with a case study approach. Data were collected through in-depth interviews and observations, then analyzed using data triangulation techniques. The analytical framework refers to gender understanding approaches, Symbolic Convergence Theory, Computer-Mediated Communication Theory, and Islamic perspectives on gender issues as articulated by Alimatul Qibtiyah. The survey findings indicate that moderate understanding is as strong as progressive understanding. However, based on detailed qualitative data, the dominant position is moderate understanding. Respondents tend to acknowledge gender equality in the public sphere while maintaining traditional leadership roles within the family and in religious practices as a form of negotiation between gender justice and religious norms. On the other hand, some politicians demonstrate a progressive stance by critically addressing patriarchal culture and policies that reproduce gender inequality. The political communication of Muslim women politicians is conducted persuasively, grounded in religious values, emotional proximity, and cultural as well as digital practices. The use of social media expands the reach of gender issues, although it remains overshadowed by gender bias and personal attacks.
