"The political journey of Indonesian women reveals a contradiction between\r\nregulation and reality. Although the 30 percent affirmative quota policy has\r\nbeen implemented, women’s representation in the Regional House of\r\nRepresentatives (DPRD) of the Riau Islands Province remains limited due to\r\npersistent patriarchal culture and masculine political structures. In fact, local\r\nhistory records strong female leadership. Therefore, it is important to\r\nexamine how Muslim women politicians in the DPRD of the Riau Islands\r\nProvince understand gender from an Islamic perspective, how they practice\r\npolitical communication in promoting gender equality, and how they develop\r\ncommunication strategies through social media and religious forums\r\n(dakwah) to socialize gender equality issues. This study employs a simple\r\nqualitative and quantitative research method with a case study approach.\r\nData were collected through in-depth interviews and observations, then\r\nanalyzed using data triangulation techniques. The analytical framework\r\nrefers to gender understanding approaches, Symbolic Convergence Theory,\r\nComputer-Mediated Communication Theory, and Islamic perspectives on\r\ngender issues as articulated by Alimatul Qibtiyah.\r\nThe survey findings indicate that moderate understanding is as strong as\r\nprogressive understanding. However, based on detailed qualitative data, the\r\ndominant position is moderate understanding. Respondents tend to\r\nacknowledge gender equality in the public sphere while maintaining\r\ntraditional leadership roles within the family and in religious practices as a\r\nform of negotiation between gender justice and religious norms. On the other\r\nhand, some politicians demonstrate a progressive stance by critically\r\naddressing patriarchal culture and policies that reproduce gender inequality.\r\nThe political communication of Muslim women politicians is conducted\r\npersuasively, grounded in religious values, emotional proximity, and cultural\r\nas well as digital practices. The use of social media expands the reach of\r\ngender issues, although it remains overshadowed by gender bias and\r\npersonal attacks. Strengthening the political role of Muslim women requires\r\nnot only structural approaches but also cultural and communicative\r\nstrategies to ensure that gender equality is realized in a more substantive and\r\nsustainable manner within local political life."^^ .
