The cooperative game approach provides a mathematical framework for determining allocation based on the contribution of each party in a cooperative system. This study aims to implement the Shapley Value and Nucleolus concepts in a distribution system cost allocation model and apply them to a case study of dwelling time at Tanjung Priok Port in December 2017. A cooperative game model was constructed by defining the parties involved as players and the total system cost as the allocated value, taking into account the efficiency of collaboration in coalition formation. The results show that both methods satisfy the principle of efficiency in allocation. In the dwelling time case study, increased operational flexibility contributed to a reduction in total system time, and both methods produced relatively consistent distribution patterns.
