This condition affects the fulfillment of children's right to proper education. The Komunitas Sekolah Marjinal (KSM), through the Panggung Merah Jambu (PMJ) Program, seeks to bridge access for scavenger children to formal education more equitably. This study aims to describe the empowerment process implemented through the PMJ Program and to identify its supporting and inhibiting factors. The research employed a descriptive qualitative approach using semi-structured interviews, non-participant observation, and documentation. Informants included KSM administrators, volunteers, and parents of assisted children. Data were analyzed using the Miles and Huberman model and validated through triangulation. The findings indicate that empowerment was carried out through administrative assistance, school enrollment facilitation, and continuous mentoring, emphasizing learning motivation and parental awareness. Supporting factors include volunteer commitment and partnerships, while economic limitations and incomplete civil documents remain key obstacles.
