In practice, the administration of elections is not free from the potential for administrative violations, which fall under the Bawaslu within the framework of the electoral law enforcement system. Decision of the General Election Supervisory Agency of the Republic of Indonesia Number 003/LP/ADM.PL/BWSL/00.00/III/2024 concerns alleged administrative violations in the 2024 Legislative Election in the East Java VI Electoral District and raises legal issues regarding the scope and character of Bawaslu’s adjudicative authority in examining and deciding administrative electoral violations. These issues are not merely procedural but also relate to the construction of legal reasoning employed in the decision and its implications for consistency and legal certainty within Indonesia’s electoral justice system. This study aims to analyze the legal considerations of Bawaslu in the aforementioned decision and to examine its juridical implications for the electoral law enforcement system. In analyzing the legal phenomena and issues concerned, this research applies a normative (juridical) legal research method characterized by the use of secondary data sources. The research adopts a statute approach. Data were collected through library research and by obtaining relevant information from the Internet. Furthermore, this study employs democratic theory, electoral theory, and institutional theory as analytical frameworks to derive its findings. The results of the study indicate that in Decision Number 003/LP/ADM.PL/BWSL/00.00/III/2024, Bawaslu did not merely perform a formal administrative supervisory function but also operationalized its adjudicative authority through processes of examination, evidentiary assessment, and legal evaluation of facts revealed during the proceedings. The Panel’s legal reasoning was structured systematically by examining jurisdictional aspects, the legal standing of the parties, and the fulfillment of elements of administrative violations in accordance with applicable legal norms. The decision demonstrates Bawaslu’s quasi-judicial character within the framework of the electoral justice system, implying that the quality of legal reasoning constitutes a crucial element in ensuring legal certainty and the integrity of the electoral process.
