This practice restricts access to the labor market for adult and elderly job seekers. To date, national labor law does not explicitly prohibit age discrimination, resulting in weak legal protection for job seekers of all ages. This situation prompted the East Java Provincial Government to issue Governor's Circular Letter No. 560/14861/012/2025 as a policy calling for the elimination of discriminatory practices in job vacancies, including age discrimination.&#13;
This study aims to analyze the regulation prohibiting age discrimination in labor recruitment and examine the sociological impact of the implementation of the East Java Governor's Circular Letter Number 560/14861/012/2025. This study uses an empirical juridical method with a statutory and sociological approach. Data were obtained through interviews with the East Java Provincial Manpower and Transmigration Office, employers, and job seekers, and supported by literature studies. The analysis was conducted descriptively and analytically using the theories of justice and equality.&#13;
The research results indicate that: First, legally, the prohibition on age discrimination in the labor recruitment process in Indonesia has not been explicitly regulated in national legislation. Consequently, legal protection for adult and elderly job seekers remains general and lacks legal certainty. Second, sociologically, the implementation of the East Java Governor's Circular Letter No. 560/14861/012/2025 has increased awareness and changed the perspectives of some business actors and job seekers regarding age discrimination practices.
