However, mining activities have expanded using excavators and mechanical pumps without permits, causing damage to the river ecosystem, bank erosion, damage to road infrastructure, and threats to water structures. Monitoring by the Yogyakarta PUP-ESDM Agency in December 2025 recorded that there were still 11 active illegal mining sites in Gulurejo Village, Lendah Subdistrict. The type of research used by the researcher is empirical legal research, employing field research methods with an empirical legal approach. The data analysis method used is qualitative data analysis. Data collection methods include interviews, observation, and documentation. The results of the study indicate that supervision is carried out by the DIY PUP-ESDM Service through an Integrated Team based on Article 142 and Article 155 of the DIY Governor's Regulation Number 84 of 2024 (DIY Governor's Regulation No. 84/2024), consisting of Mining Inspectors, DIY DPMPTSP, DIY Environment and Forestry Service, and BBWSSO. Supervision is carried out preventively through routine patrols and socialization, and repressively through identification, inventory of evidence of violations, and reporting to Law Enforcement Officers according to Article 153 of DIY Governor's Regulation No. 84/2024. However, this supervision has not been implemented according to regulations. The frequency of supervision which is only a minimum of once every six months based on Article 147 of DIY Governor's Regulation No. 84/2024 is not commensurate with the intensity of illegal mining which occurs almost every day. The level of control of illegal mining is still low, caused by several obstacles: mining activities are carried out outside of supervisory working hours, mining locations are moving, perpetrators in the field are uncooperative, and the regulatory vacuum due to BBWSSO still using the Decree of the Director General of Irrigation Number 176/KPTS/A/1987 as the basis for rejecting IPR technical recommendations, even though the regulation refers to a law that has been revoked by Law Number 3 of 2020. The condition of the riverbed is too deep also makes manual mining technically impossible, so that miners cannot obtain permits but also cannot mine manually, and ultimately are forced to operate illegally. %Z Dr. Hj.
