practices in Seboro Village, which have been carried out regularly but still face&#13;
challenges related to the quality of community participation. The main issues&#13;
examined are how the principles of deliberative democracy and Al-Jabiri's syura&#13;
perspective are implemented in the 2024 Village Development Planning Deliberation&#13;
(Musrenbangdes) process in Seboro Village, Kebumen Regency, and what obstacles&#13;
are encountered in realizing substantial community participation.&#13;
The research method used was field research with a juridical-empirical&#13;
approach. Data was collected through direct observation of the Musrenbangdes&#13;
process, Village Government Work Plan documents, and in-depth interviews with key&#13;
informants such as the Village Head, village officials, the Village Consultative Body,&#13;
community leaders, women's representatives, and youth. The analysis was conducted&#13;
descriptively and analytically using Jurgen Habermas' deliberative democracy&#13;
theoretical framework and Muhammad Abed al-Jabiri's Arab rationality theory to&#13;
review the principles of shura.&#13;
The results of the study show that the implementation of the principles of&#13;
deliberative democracy and shura in Seboro Village has normatively met the criteria&#13;
of openness, equal rights, and freedom of expression through the Musyawarah Dusun&#13;
(Musdus) forum to the Musrenbangdes. Empirically, this process has created a public&#13;
space where village delegates engage in rational arguments in determining&#13;
development priorities. However, the implementation still faces obstacles in the form&#13;
of suboptimal dissemination of information on the results of deliberations to the&#13;
grassroots community and the dominance of the village government as a mediator&#13;
when conflicts of interest arise between regions. Nevertheless, decision-making is still&#13;
