bibo:abstract "This study was motivated by the existence of deliberative development planning\r\npractices in Seboro Village, which have been carried out regularly but still face\r\nchallenges related to the quality of community participation. The main issues\r\nexamined are how the principles of deliberative democracy and Al-Jabiri's syura\r\nperspective are implemented in the 2024 Village Development Planning Deliberation\r\n(Musrenbangdes) process in Seboro Village, Kebumen Regency, and what obstacles\r\nare encountered in realizing substantial community participation.\r\nThe research method used was field research with a juridical-empirical\r\napproach. Data was collected through direct observation of the Musrenbangdes\r\nprocess, Village Government Work Plan documents, and in-depth interviews with key\r\ninformants such as the Village Head, village officials, the Village Consultative Body,\r\ncommunity leaders, women's representatives, and youth. The analysis was conducted\r\ndescriptively and analytically using Jurgen Habermas' deliberative democracy\r\ntheoretical framework and Muhammad Abed al-Jabiri's Arab rationality theory to\r\nreview the principles of shura.\r\nThe results of the study show that the implementation of the principles of\r\ndeliberative democracy and shura in Seboro Village has normatively met the criteria\r\nof openness, equal rights, and freedom of expression through the Musyawarah Dusun\r\n(Musdus) forum to the Musrenbangdes. Empirically, this process has created a public\r\nspace where village delegates engage in rational arguments in determining\r\ndevelopment priorities. However, the implementation still faces obstacles in the form\r\nof suboptimal dissemination of information on the results of deliberations to the\r\ngrassroots community and the dominance of the village government as a mediator\r\nwhen conflicts of interest arise between regions. Nevertheless, decision-making is still\r\npursued through consensus that reflects collective responsibility for the common good."^^xsd:string;
