The main issues examined are how the principles of deliberative democracy and Al-Jabiri's syura perspective are implemented in the 2024 Village Development Planning Deliberation (Musrenbangdes) process in Seboro Village, Kebumen Regency, and what obstacles are encountered in realizing substantial community participation. The research method used was field research with a juridical-empirical approach. Data was collected through direct observation of the Musrenbangdes process, Village Government Work Plan documents, and in-depth interviews with key informants such as the Village Head, village officials, the Village Consultative Body, community leaders, women's representatives, and youth. The analysis was conducted descriptively and analytically using Jurgen Habermas' deliberative democracy theoretical framework and Muhammad Abed al-Jabiri's Arab rationality theory to review the principles of shura. The results of the study show that the implementation of the principles of deliberative democracy and shura in Seboro Village has normatively met the criteria of openness, equal rights, and freedom of expression through the Musyawarah Dusun (Musdus) forum to the Musrenbangdes. Empirically, this process has created a public space where village delegates engage in rational arguments in determining development priorities. However, the implementation still faces obstacles in the form of suboptimal dissemination of information on the results of deliberations to the grassroots community and the dominance of the village government as a mediator when conflicts of interest arise between regions. Nevertheless, decision-making is still pursued through consensus that reflects collective responsibility for the common good.
