"The widespread circulation of illegal cosmetics in Indonesia indicates\r\npersistent problems within the cosmetic supervision system, particularly amid the\r\nincreasing complexity of digital trade. This condition positions the Food and Drug\r\nSupervisory Agency (BPOM) as a key institution in ensuring public health\r\nprotection. The Special Region of Yogyakarta is one of the areas with a significant\r\nnumber of illegal cosmetic findings. This research focuses on the Balai Besar POM\r\nDI Yogyakarta with the aim of analyzing the effectiveness of supervision over illegal\r\ncosmetic distribution and examining the form of institutional accountability based\r\non the theory of legal effectiveness and the concept of amanah.\r\nThis study employs an empirical juridical method using statute approach,\r\nconceptual approach, and field approach. Primary data were obtained through\r\nobservation and interviews with officials of Balai Besar POM DI Yogyakarta, while\r\nsecondary data were collected through literature study of relevant laws and legal\r\nmaterials. The data were analyzed descriptively and analytically to assess the\r\nconformity between legal provisions and their implementation in practice.\r\nThe results show that the supervision of illegal cosmetics by Balai Besar POM\r\nDI Yogyakarta has normatively been carried out through pre-market and postmarket\r\nmechanisms, including cyber surveillance and administrative enforcement.\r\nHowever, its effectiveness has not been fully optimal due to limitations in human\r\nresources and facilities, the low level of business compliance, and consumer\r\nbehavior patterns. From the perspective of the concept of amanah, BPOM has\r\ncarried out its public responsibility through supervision, education, and interagency\r\ncoordination. Nevertheless, strengthening moral responsibility,\r\ntransparency, and public participation remains necessary to achieve more effective\r\npublic health protection."^^ . "2026-02-25" . . . .
