The numerous cases of misuse of village treasury land, such as the use of village treasury land not in accordance with its intended purpose, the construction of buildings without permits, abuse of authority by certain individuals, and a lack of understanding regarding village treasury land use procedures, are the main background for this research. This study uses an empirical juridical research type that will conduct a series of efforts to obtain data through interviews and observations with Condongcatur village officials as well as reading, reviewing, and identifying legal materials in the form of laws and regulations related to the research. This research is a descriptive analytical study with a sociological juridical approach (socio-legal approach). The research analysis uses good governance theory and sharia legal theory. The research results show that the implementation of Article 9 paragraph (3) of the Governor of the Special Region of Yogyakarta Regulation Number 24 of 2024 in Condongcatur Village has successfully strengthened administrative oversight and the prevention of land misuse, without disrupting the village's original income (PAKal), as previous land use was primarily directed towards the public and education sectors. Challenges faced in village land management lie in law enforcement, which is still hampered by the slow transition from identification to classification at the village level, as well as communication issues related to the transparency of data on the area of TKK land, which is often considered private information. From a siyāsah syar'iyyah perspective, the verification policy for existing buildings reflects the principles of ihtiyat (prudence) and amanah (trust) in protecting public assets (amwal al-ummah) from misuse, while still prioritizing the value of justice ('adl) with an educational approach before imposing severe sanctions.
