vendors‘ Pedagang Kaki Lima (PKL) intention to adopt halal&#13;
certification in the Special Region of Yogyakarta by integrating&#13;
the Theory of Planned Behavior (TPB) and Institutional Theory,&#13;
with compliance positioned as a mediating variable linking&#13;
internal and external drivers to halal certification intention.&#13;
Using a quantitative approach, primary data were collected&#13;
through a Likert-scale questionnaire administered in&#13;
November–December 2025 to 300 respondents selected via&#13;
purposive sampling from culinary PKL, main meals, beverages,&#13;
snacks, and fresh food products who had not yet obtained halal&#13;
certification. The data were analyzed using PLS-SEM&#13;
(SmartPLS) to test both direct and indirect effects among the&#13;
study variables. The results indicate that attitude and knowledge&#13;
have significant positive effects on halal certification intention,&#13;
whereas subjective norms and regulation do not demonstrate&#13;
significant direct effects. However, compliance shows a&#13;
significant negative effect on intention and is confirmed to&#13;
mediate the effects of attitude and knowledge on intention,&#13;
while it does not mediate the pathways from subjective norms&#13;
