Batik, which is recognized as Indonesia’s intangible cultural heritage and has high economic value, is now included in the category of goods that must be halal-certified in accordance with Law Number 33 of 2014 on Halal Product Assurance and the Decree of the Minister of Religious Affairs Number 748 of 2021. The implementation of mandatory halal certification in the batik industry, particularly in Bantul Regency as one of the largest batik centers in Yogyakarta, has sparked both support and opposition among business actors. This is influenced by limited understanding, costs, and the readiness of entrepreneurs to comply with the regulations. This study employs a qualitative research method with a field research approach conducted in Bantul Regency. The research is descriptive-analytical in nature, aiming to reveal field facts to provide a clear picture of the problems being studied. The collected data were analyzed using the theory of legal effectiveness. Data collection techniques used include observation, interviews, and documentation. The data obtained were then analyzed, concluded, and adjusted to the framework of Soerjono Soekanto’s theory of legal effectiveness. This study analyzes the legal effectiveness of the mandatory halal certification policy in the batik textile industry in Bantul Regency by applying Soerjono Soekanto’s theory of legal effectiveness. The findings indicate that the policy has not yet been fully effective, as evidenced by only two business actors having obtained halal certification, while the majority have not implemented it. These obstacles are influenced by five factors: the legal factor, which although clearly regulated, is not yet fully understood; the law enforcement factor, whose role has not been significant; the facilities factor, with limited quotas and high costs; the societal factor, where legal awareness remains low; and the cultural factor, in which batik is still regarded as a traditional product, leading to a lack of perceived urgency for halal certification.297.7 Bisnis Halal2025-09-15UIN SUNAN KALIJAGA YOGYAKARTA;FAKULTAS SYARIAH DAN HUKUMThesis
