Addressing this issue, the CSR division of PT Kilang Pertamina RU VI Balongan initiated the PERINTIS Program to integrate the deaf community's capabilities into a highly inclusive empowerment approach. Consequently, this study aims to determine the empowerment strategies and success factors of the PERINTIS Program in Indramayu. This research applies a descriptive qualitative method with a case study approach, data were gathered through in-depth interviews, observation, and comprehensive documentation. The findings indicate that the empowerment strategy was implemented in integrative manner, combining seven stages of community development interventions with Kartasasmita’s three empowerment strategies which include: 1) enabling, realized through the creation of an inclusive environment using social mapping based on the Diversity, Equity, Inclusion (DEI) framework, and the establishment of an empowerment platform via the coffee shop; 2) Empowering, , achieved by strengthening technical capacity and transferring managerial authority to the group; 3) Protecting, carried out by establishing an economic platform, legal protection, and regular monitoring mechanisms. The program's success is evidenced by meeting eight core CSR indicators, these includes the support of the company's top management, efficient fund utilization, transparency and accountability, rational identification of empowerment subjects, program planning and monitoring mechanisms, stakeholder engagement, longterm sustainability, and measurable psychosocial improvements among beneficiaries. %Z Halimatus Sa’diyah,.
