"This thesis is motivated by the obstacles in accessing employment barriers\r\nfaced by the deaf community due to communication challenges and a lack of\r\nplatforms to deliver their economic capability. Addressing this issue, the CSR\r\ndivision of PT Kilang Pertamina RU VI Balongan initiated the PERINTIS Program\r\nto integrate the deaf community's capabilities into a highly inclusive empowerment\r\napproach. Consequently, this study aims to determine the empowerment strategies\r\nand success factors of the PERINTIS Program in Indramayu.\r\nThis research applies a descriptive qualitative method with a case study approach,\r\ndata were gathered through in-depth interviews, observation, and comprehensive\r\ndocumentation. The findings indicate that the empowerment strategy was\r\nimplemented in integrative manner, combining seven stages of community\r\ndevelopment interventions with Kartasasmita’s three empowerment strategies\r\nwhich include: 1) enabling, realized through the creation of an inclusive\r\nenvironment using social mapping based on the Diversity, Equity, Inclusion (DEI)\r\nframework, and the establishment of an empowerment platform via the coffee shop;\r\n2) Empowering, , achieved by strengthening technical capacity and transferring\r\nmanagerial authority to the group; 3) Protecting, carried out by establishing an\r\neconomic platform, legal protection, and regular monitoring mechanisms.\r\nThe program's success is evidenced by meeting eight core CSR indicators, these\r\nincludes the support of the company's top management, efficient fund utilization,\r\ntransparency and accountability, rational identification of empowerment subjects,\r\nprogram planning and monitoring mechanisms, stakeholder engagement, longterm\r\nsustainability, and measurable psychosocial improvements among\r\nbeneficiaries."^^ .
