Affairs regarding murur and tanazul implemented for elderly, high-risk, and pilgrims&#13;
with special needs (persons with disabilities). The policy was introduced without prior&#13;
training, technical guidance, or implementation simulations for each Hajj Guidance&#13;
Group (KBIHU). As a result, KBIHU did not conduct specific training or simulations&#13;
regarding the procedures for implementing murur and tanazul. Nevertheless, the&#13;
implementation of murur in Muzdalifah and tanazul in Mina remained mandatory. This&#13;
study aims to describe the implementation of the murur and tanazul policies for Hajj&#13;
pilgrims at KBIHU An Nuur, located in Sleman Regency, Special Region of Yogyakarta&#13;
(DIY), using the stages of policy implementation theory, namely interpretation,&#13;
organization, and application, supported by George C. Edward III’s theory which&#13;
emphasizes four factors: communication, resources, disposition, and bureaucratic&#13;
structure. This research employs a qualitative method with a descriptive approach.&#13;
Data were collected through interviews, passive observation, and documentation. The&#13;
data analysis techniques used include data collection, data reduction, data display,&#13;
and conclusion drawing or verification. The validity of the data was ensured through&#13;
data collection triangulation and source triangulation.&#13;
The results indicate that in the interpretation stage, the murur and tanazul&#13;
policies were translated into operational understanding through guidance activities,&#13;
announcements, and technical meetings before departing for Armuzna. In the&#13;
organization stage, a support structure was formed, consisting of guides, group&#13;
leaders, squad leaders, and volunteers to assist high risk pilgrims. During the&#13;
application stage, the implementation was flexible and situational, adapting to field&#13;
conditions and pilgrim needs. The process was supported by intensive communication,&#13;
utilization of available resources, an adaptive commitment, and a bureaucratic&#13;
structure that adhered to government regulations and flight group coordination.&#13;
