bibo:abstract "This undergraduate thesis is motivated by the policy of the Ministry of Religious\r\nAffairs regarding murur and tanazul implemented for elderly, high-risk, and pilgrims\r\nwith special needs (persons with disabilities). The policy was introduced without prior\r\ntraining, technical guidance, or implementation simulations for each Hajj Guidance\r\nGroup (KBIHU). As a result, KBIHU did not conduct specific training or simulations\r\nregarding the procedures for implementing murur and tanazul. Nevertheless, the\r\nimplementation of murur in Muzdalifah and tanazul in Mina remained mandatory. This\r\nstudy aims to describe the implementation of the murur and tanazul policies for Hajj\r\npilgrims at KBIHU An Nuur, located in Sleman Regency, Special Region of Yogyakarta\r\n(DIY), using the stages of policy implementation theory, namely interpretation,\r\norganization, and application, supported by George C. Edward III’s theory which\r\nemphasizes four factors: communication, resources, disposition, and bureaucratic\r\nstructure. This research employs a qualitative method with a descriptive approach.\r\nData were collected through interviews, passive observation, and documentation. The\r\ndata analysis techniques used include data collection, data reduction, data display,\r\nand conclusion drawing or verification. The validity of the data was ensured through\r\ndata collection triangulation and source triangulation.\r\nThe results indicate that in the interpretation stage, the murur and tanazul\r\npolicies were translated into operational understanding through guidance activities,\r\nannouncements, and technical meetings before departing for Armuzna. In the\r\norganization stage, a support structure was formed, consisting of guides, group\r\nleaders, squad leaders, and volunteers to assist high risk pilgrims. During the\r\napplication stage, the implementation was flexible and situational, adapting to field\r\nconditions and pilgrim needs. The process was supported by intensive communication,\r\nutilization of available resources, an adaptive commitment, and a bureaucratic\r\nstructure that adhered to government regulations and flight group coordination.\r\nDespite existing obstacles, the policy was implemented effectively."^^xsd:string;
