environmental management in Sebelat Ulu Village, Lebong Regency, as a buffer&#13;
zone for the Kerinci Sebelat National Park conservation area. In this context, the&#13;
relationship between the state, the village government, the community, and&#13;
supporting actors is often characterized by conflicting interests, power imbalances,&#13;
and limited spaces for dialogue, which has resulted in the suboptimal internalization&#13;
of Islamic eco-theological values in policy practices and collective community&#13;
actions. Therefore, this study examines the dynamics of cross-actor political&#13;
communication as an arena for negotiating meaning, interests, and legitimacy in&#13;
efforts to internalize the values of Islamic eco-theology at the local level, focusing&#13;
on inter-actor communication, interests, communication strategies and barriers, as&#13;
well as community perceptions and reception. This study is a field research project&#13;
employing a qualitative approach grounded in an interpretive paradigm, utilizing&#13;
an instrumental case study methodology. Data collection techniques were&#13;
conducted through in-depth interviews, participatory observation, and document&#13;
analysis of the involved actors, including the village government, conservation&#13;
organizations, religious and community leaders, environmental activists, local&#13;
journalists, and the residents of Sebelat Ulu Village. Data analysis was conducted&#13;
using Creswell’s qualitative analysis model through the stages of data organization,&#13;
coding, theme development, and interpretation of meaning. Data validation was&#13;
performed using the trustworthiness approach developed by Lincoln and Guba&#13;
through the criteria of credibility, transferability, dependability, and confirmability.&#13;
The research findings indicate that political communication among various actors&#13;
in Sebelat Ulu Village is dynamic, contextual, and characterized by the negotiation&#13;
of interests. Communication does not proceed in a linear and harmonious manner&#13;
but is influenced by differences in social position, legitimacy, and historical&#13;
experiences among actors. State and village government actors tend to employ&#13;
communication strategies based on social presence and informal relationships to&#13;
build public trust, while community leaders, activists, and journalists serve as&#13;
interpreters of values, companions, and information liaisons. On the other hand, the&#13;
community does not merely act as a recipient of messages but also as an active&#13;
subject that selectively interprets and responds to eco-theological messages based&#13;
on their relevance, fairness, and connection to the sustainability of their lives. This&#13;
study concludes that the internalization of Islamic eco-theological values does not&#13;
occur in a linear fashion, but rather through a complex, negotiated, and contextual&#13;
process of communication. Its success is largely determined by the quality of crossactor&#13;
political communication, particularly in building trust, ensuring consistency&#13;
between messages and practices, and fostering an open space for dialogue that&#13;
respects the social context and life experiences of the community. Thus, cross-actor&#13;
political communication plays a strategic role in bridging religious values, policy&#13;
