"This study is grounded in the reality of ecological conflicts and the dynamics of\r\nenvironmental management in Sebelat Ulu Village, Lebong Regency, as a buffer\r\nzone for the Kerinci Sebelat National Park conservation area. In this context, the\r\nrelationship between the state, the village government, the community, and\r\nsupporting actors is often characterized by conflicting interests, power imbalances,\r\nand limited spaces for dialogue, which has resulted in the suboptimal internalization\r\nof Islamic eco-theological values in policy practices and collective community\r\nactions. Therefore, this study examines the dynamics of cross-actor political\r\ncommunication as an arena for negotiating meaning, interests, and legitimacy in\r\nefforts to internalize the values of Islamic eco-theology at the local level, focusing\r\non inter-actor communication, interests, communication strategies and barriers, as\r\nwell as community perceptions and reception. This study is a field research project\r\nemploying a qualitative approach grounded in an interpretive paradigm, utilizing\r\nan instrumental case study methodology. Data collection techniques were\r\nconducted through in-depth interviews, participatory observation, and document\r\nanalysis of the involved actors, including the village government, conservation\r\norganizations, religious and community leaders, environmental activists, local\r\njournalists, and the residents of Sebelat Ulu Village. Data analysis was conducted\r\nusing Creswell’s qualitative analysis model through the stages of data organization,\r\ncoding, theme development, and interpretation of meaning. Data validation was\r\nperformed using the trustworthiness approach developed by Lincoln and Guba\r\nthrough the criteria of credibility, transferability, dependability, and confirmability.\r\nThe research findings indicate that political communication among various actors\r\nin Sebelat Ulu Village is dynamic, contextual, and characterized by the negotiation\r\nof interests. Communication does not proceed in a linear and harmonious manner\r\nbut is influenced by differences in social position, legitimacy, and historical\r\nexperiences among actors. State and village government actors tend to employ\r\ncommunication strategies based on social presence and informal relationships to\r\nbuild public trust, while community leaders, activists, and journalists serve as\r\ninterpreters of values, companions, and information liaisons. On the other hand, the\r\ncommunity does not merely act as a recipient of messages but also as an active\r\nsubject that selectively interprets and responds to eco-theological messages based\r\non their relevance, fairness, and connection to the sustainability of their lives. This\r\nstudy concludes that the internalization of Islamic eco-theological values does not\r\noccur in a linear fashion, but rather through a complex, negotiated, and contextual\r\nprocess of communication. Its success is largely determined by the quality of crossactor\r\npolitical communication, particularly in building trust, ensuring consistency\r\nbetween messages and practices, and fostering an open space for dialogue that\r\nrespects the social context and life experiences of the community.
