This policy change has generated various dynamics in program implementation and has affected the social welfare conditions of the beneficiaries. The research questions addressed in this study are how the transformation of the Non-Cash Food Assistance Program into cash assistance has been implemented and how this change has affected the social welfare of beneficiaries in Patalan Village, Jetis Subdistrict, Bantul Regency. This study aims to analyze the implementation of the change in the distribution scheme and its impact on the social welfare of beneficiary households. The study employed a descriptive qualitative method, with informants selected through purposive sampling. Data were collected through interviews, observation, and documentation. Policy implementation was analyzed using the policy implementation theory developed by Van Meter and Van Horn, while social welfare was examined using James Midgley’s social welfare theory. The findings indicate that the implementation of the change from non-cash to cash assistance in Patalan Village has generally proceeded quite well, although several obstacles remain in the implementation process and in monitoring the use of the assistance.
