If you look at the implications during the arrangement at UIN Sunan Kalijaga and UNU Yogyakarta, the implications of the accessibility of buildings for people with disabilities still need to be reviewed because there are still many that are not optimal and maximum. Therefore, it is necessary to regulate the accessibility of buildings for people with disabilities as the legal basis for the development. Also from the point of view of sharia maqashid law, this is also a form of not fulfilling human rights as the primary needs of people with disabilities. The elimination of accessibility arrangements from a human rights point of view will be found to have violated the principles of Equality and Non-Discrimination. Then if researched, this arrangement is included in the form of Affirmative Action for people with disabilities. In the theory of Substantive Justice, it is not much different, violating the principles of the Equal Liberty Principle and the Principle of Difference that every human being should have the right to freedom and equal rights, including for people with disabilities. In the theory of Maqashid Syariah, the accessibility arrangement for people with disabilities is included in the category of General Maqashid or Maqashid or the arrangement of dharuriyyat (primary) needs, so with the removal of this arrangement, it is necessary to review the purpose. After conducting research, it was found that further facts were found where the construction of building accessibility at UIN Sunan Kalijaga and UNU Yogyakarta was not optimal and optimal.
