This study aims to analyze how Tempo Magazine frames the issue in its Edition 5352 titled “Boros Pangkal Boncos.” Using a qualitative approach, this research applies Robert N. Entman’s framing analysis model, which consists of four elements: define problems, diagnose causes, make moral judgment, and treatment recommendation, with data collected through documentation of five main reports: “Kantong Tipis Tinggi Ambisi,” “Ironi Berhemat Kabinet Gemuk,” “Kas Tipis, Proyek Terkikis,” “Tambal Sulam Kas Daerah,” and “Jet Tempur di Krisis Anggaran.” The results indicate that Tempo frames the policy as a complex issue driven by fiscal pressure, including rising debt obligations, constrained state revenue, and the need to finance priority programs such as the Makan Bergizi Gratis (MBG) program, while simultaneously portraying the policy as problematic due to its potential to disrupt public services, hinder development, and reflect inconsistency in government decisions. Through selective use of expert sources and critical narratives, Tempo emphasizes socio-economic risks and highlights contradictions in policy implementation.
