This study is motivated by the high operational costs and carbon emissions of the existing waste collection system at TPST Sendang Sari, Sleman, which still relies on conventional routing with a non-optimal number of vehicles. This research develops an integrated model of the Capacitated Vehicle Routing Problem with Time Windows (CVRPTW) and Green Distribution. The optimization considers vehicle capacity, service time windows at each collection point, and carbon emission costs. The model is solved using CPLEX (OPL) to minimize total operational costs, including fuel cost, labor cost, and carbon tax. The results show that the proposed model reduces the number of vehicles by 50%, from 4 to 2 units. In addition, fuel consumption decreases from 46.50 liters to 27.17 liters per day, while carbon emissions are reduced from 134.38 kg CO₂ to 78.51 kg CO₂. Consequently, the total daily operational cost decreases by 47.2%, from IDR 984,231 to IDR 519,088. This reduction is primarily driven by labor efficiency and route consolidation.
