Although, normatively, the rights of persons with disabilities have been regulated in various laws and regulations, such as Law Number 13 of 2016 concerning Persons with Disabilities and Law Number 13 of 2003 concerning Manpower, in practice, disabled workers still face various obstacles, such as discrimination, social stigma, limited accessibility, and lack of equal employment opportunities. This condition indicates that legal protection for disabled workers has not yet been fully implemented optimally. Therefore, this study was conducted to understand the forms of legal protection for workers with disabilities and the efforts of business actors to fulfill the rights to equality for workers at Cupable Coffee Sleman Yogyakarta. This study uses a type of field research with an empirical juridical approach. Data were obtained through observation, interviews with workers with disabilities, managers of Cupable Coffee, as well as the Sleman Regency Manpower Office, and supported by literature studies. The theoretical framework used includes Pancasila industrial relations theory, legal protection theory, and justice theory. These three theories are used as the basis for analysis to assess the forms of legal protection for workers with disabilities and the fulfillment of their rights. The research results indicate that: first, Cupable Coffee has provided a form of legal protection and the implementation of inclusivity for workers with disabilities by offering employment opportunities without discrimination, equal treatment, and providing space for them to actively participate according to their abilities. Second, business actors make efforts to fulfill equality rights through empowerment via skills training.
