This is an empirical legal research employing a ju-ridical-empirical approach, descriptive-analytical in nature, applying Moch. Isnaeni?s theory of internal and external legal protection. Primary data were collected through semi-structured interviews with employers, workers, and representatives of Disnaker-trans DIY. The study yields two main findings. First, of the four normative rights examined at RM Surya Minang, Ais Teh House, and Toko Ajo Jacket, three were found to be violated: the right to overtime wages, rest periods and weekly holidays, and social security, while the wage aspect is conditional due to the exemption mechanism for micro-enterprises under Government Regulation Number 36 of 2021. Second, internal legal protection is suboptimal as oral employment agreements only contain limited terms and are not formed through an equal negotiation process. Meanwhile, external legal protection through Disnakertrans DIY is normatively available but has yet to effectively reach informal micro-enterprises in practice, as evidenced by the absence of workplace inspections, socialization, and worker awareness of available complaint mechanisms.
