"The Parangtritis Sand Dunes area is a unique landscape formed through\r\nnatural geomorphological processes and is the only barkhan-type sand dune in\r\nSoutheast Asia. This area holds significant ecological, scientific, educational,\r\ntourism, and coastal disaster mitigation value. This uniqueness makes the\r\nParangtritis Sand Dunes an area that requires protection and sustainable\r\nmanagement. However, with increasing human activity and the need for land use,\r\nthe area faces various pressures that potentially threaten the preservation of its\r\nnatural functions and characteristics. The problem in the Parangtritis Sand Dunes\r\narea is the existence of various forms of land use that are inconsistent with the\r\narea's function and designation as a conservation and geological heritage area.\r\nResearch data was obtained through empirical legal studies with direct field\r\nobservations and interviews with relevant parties. The primary legal materials used\r\ninclude Law Number 5 of 1960 concerning Basic Agrarian Regulations (UUPA)\r\nand Bantul Regent Regulation Number 47 of 2024. This research is field research\r\nexamining the application of legal provisions to land misuse practices in the\r\nParangtritis Sand Dunes Area.\r\nThe results of this study identified activities that constitute land misuse in\r\nthe Parangtritis Sand Dunes Area in the implementation of Bantul Regent\r\nRegulation Number 47 of 2024. This study indicates that activities categorized as\r\nland misuse include land use inconsistent with the conservation area's function,\r\nchanges in land use without regard to spatial planning provisions, and activities\r\nthat cause damage to the sand dune ecosystem. The implementation of Bantul\r\nRegent Regulation Number 47 of 2024 has provided a clearer legal basis for\r\nregulating, supervising, and regulating area use. However, its effective\r\nimplementation still faces various obstacles, including low public awareness, weak\r\noversight, limited law enforcement resources, and conflicts of interest between\r\nconservation efforts and community economic needs. Therefore, synergy between\r\nthe government, the community, and other stakeholders is needed to achieve\r\nsustainable management of the Parangtritis Sand Dunes area."^^ . "2026-06-02" . . . .
