One of the most significant incidents occurred on August 29, 2025, in front of the Yogyakarta Regional Police Headquarters (Mapolda DIY), with losses reaching 28 billion rupiah. Data from the General Criminal Investigation Directorate (Ditreskrimum) of the Yogyakarta Regional Police shows a massive gap between the number of protesters apprehended and those ultimately designated as suspects, indicating serious obstacles at the investigation stage. This condition prompted the author to examine the efforts of investigators from Sub-Directorate III of the Ditreskrimum of the Yogyakarta Regional Police in uncovering the perpetrators of public facility destruction during protests, as well as the obstacles faced in the process. This research is an empirical legal study of a descriptive-analytical nature. The type of research is field research with a descriptive-analytical and empirical juridical approach. Primary data was obtained through interviews and observations at Sub-Directorate III of the Ditreskrimum of the Yogyakarta Regional Police, while secondary data consisted of primary and secondary legal materials. The theories utilized in this research are the theory of investigation and Soerjono Soekanto's theory of law enforcement (the five factors) as the analytical framework. The results of the research indicate that investigators from Sub-Directorate III of the Ditreskrimum of the Yogyakarta Regional Police uncovered the perpetrators of destruction through a dual-track investigation approach. First, selective arrests of protesters caught in the act and the categorization of individual involvement, where major offenders are processed through formal criminal proceedings, student offenders (school level) are resolved through coaching involving parents, and university student offenders who committed minor destruction are resolved through compensation mediation involving university authorities. Second, the collection and analysis of electronic evidence via the Scientific Crime Investigation method through digital forensics, utilizing software for image enhancement and facial recognition. Identification is then continued through alternative visual clues combined with intelligence data from the Intelligence and Security Agency (Baintelkam). The obstacles experienced by investigators include the perpetrators' active efforts to obscure their identities, the limited availability of forensic software at the regional police level, the arrest time limit which is considered too short, and the assumption that the destruction of public facilities is a justifiable form of resistance, rendering witnesses uncooperative in providing testimonies.
