This policy has created various dynamics in its implementation at the Office of Religious Affairs (KUA), particularly at the Umbulharjo Ministry of Mandate. This study aims to identify the challenges facing the implementation of marriage counseling for prospective brides and grooms at the Umbulharjo Ministry of Mandate based on Regulation Number 30 of 2024 concerning Marriage Registration, and to examine the theoretical implications of George C. Edwards III's policy implementation on these issues. This research is field research with an social juridical approach and qualitative descriptive methods. Data were obtained through interviews, observation, and documentation. Primary data sources were obtained from religious leaders, religious instructors, and relevant parties at the Umbulharjo Ministry of Mandate, while secondary data were obtained from laws and regulations, books, journals, and other documents. Data analysis was conducted through data reduction, data presentation, and conclusion drawing using George C. Edwards III's policy implementation theory, which emphasizes four factors: communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of marriage guidance at the Umbulharjo Regency Office of Religious Affairs (KUA) has essentially been carried out in accordance with the provisions of PMA Number 30 of 2024. However, problems still arose in its implementation, including time constraints, the busy schedules of prospective brides and grooms, which impacted attendance and participation, and differences in participant backgrounds, which impacted the effectiveness of material delivery. Based on the analysis of George C. Edwards III's policy implementation theory, the implementation of the marriage guidance policy was influenced by four factors. From a communication perspective, information delivery has been quite successful. From a resource perspective, human resources are adequate, but implementation time is still limited. From a disposition perspective, implementers demonstrate good commitment.
