        abstract = {Civil servants (ASN) are subject to divorce regulations under Government Regulation No. 10/1983 as amended by No. 45/1990, requiring written permission from a competent authority. BP4 Brebes serves as a pre-litigation mediator and administrative prerequisite for ASN divorce permits. Data from 2023?2025 recorded 110 applications, 86 filed by female ASN, yet only 3 cases were successfully mediated. This raises two questions: how is mediation implemented for female ASN at BP4 Brebes, and how does Wahbah az-Zu{\d h}ayl{\=i}?s I{\d s}l{\=a}{\d h} theory view this implementation?
This descriptive-analytical qualitative field research collected data through in-depth interviews with BP4 officials, non-participant observation, and document review. Data analysis used Miles and Huberman?s interactive model. The theoretical framework is I{\d s}l{\=a}{\d h} operationalized through four parameters: ?Ad{\=a}lah (mediator neutrality), Khibrah (understanding conflict roots), Iz{\=a}lat al-Syiq{\=a}q (dispute resolution efforts), and Raf? al-{\d D}arar (preventing greater harm).
Findings show BP4 mediation runs administratively according to its mandate. However, evaluated through I{\d s}l{\=a}{\d h}, none of the four parameters are optimally fulfilled. ?Ad{\=a}lah fails due to unilateral process without the respondent?s presence. Khibrah fails due to lack of competency standards and disproportionate session duration. Iz{\=a}lat al-Syiq{\=a}q fails as only 3 of 86 were reconciled. Raf? al-{\d D}arar fails because harm was not eliminated through i{\d s}l{\=a}{\d h}. The root cause is the absence of written SOPs.}
