national and local elections, marked a significant shift in the design of&#13;
Indonesia's electoral system. This decision impacted the technical aspects of&#13;
election administration as well as constitutional consequences for the quality of&#13;
Indonesian democracy. This study aims to analyze the ratio decidendi of&#13;
Constitutional Court judges in this decision and examine the implications of the&#13;
separation of national and local elections for Indonesian democracy from the&#13;
perspective of the rule of law and democratic theory.&#13;
The type of research used is normative juridical research with a statute&#13;
approach and a case approach. Primary legal materials include Constitutional&#13;
Court Decision Number 135/PUU-XXII/2024 and laws and regulations related to&#13;
the electoral system, while secondary legal materials are obtained from&#13;
constitutional law literature, scientific journals, and expert opinions. The analysis&#13;
is conducted qualitatively through legal reasoning regarding the judge's&#13;
considerations and their relevance to the principles of constitutional democracy.&#13;
The research results show that the Constitutional Court's ratio decidendi is&#13;
based on considerations of the effectiveness of election administration, protection&#13;
of citizens' political rights, strengthening local political accountability, and&#13;
preventing excessive administrative burdens as occurred in the 2019 simultaneous&#13;
elections. From the perspective of a state of law, this decision reflects the&#13;
Constitutional Court's function as a guardian of the constitution in balancing legal&#13;
certainty, expediency, and justice. Its implications for democracy are ambivalent.&#13;
On the one hand, it has the potential to improve the quality of representation and&#13;
focus on local issues, but on the other hand, it poses challenges in the form of&#13;
fragmentation of the political cycle, increased political costs, and potential&#13;
