The issuance of Government Regulation Number 42 of 2024 alters the validity period of halal certificates from a fixed four-year term to a regime in which certificates remain valid as long as there is no change in the composition of ingredients and/or Halal Product Process (Proses Produk Halal/PPH). This policy shift raises issues of legal certainty because it transfers self-monitoring responsibilities to Micro and Small Enterprises (Usaha Mikro dan Kecil/UMK), which generally face limited administrative capacity. In practice, this condition may generate divergent interpretations regarding the obligation to report changes and to renew halal certificates, and may ultimately affect the reliability of halal assurance. Against this background, this study aims to analyze the legal certainty of the validity period of halal certificates in relation to halal product assurance after the enactment of Government Regulation Number 42 of 2024, focusing on Micro and Small Enterprises (UMK) in Sleman Regency. This research employs an empirical juridical method with a descriptiveanalytical character, using a socio-legal and Islamic legal studies approach. The data are drawn from primary legal materials in the form of relevant regulations and from field data obtained through observation, documentation, and in-depth interviews with UMK actors, and are then analyzed qualitatively. The analytical framework is built upon the Theory of Legal Certainty and al-Syathibi’s Theory of Maslahah. The findings indicate that, from the perspective of the Theory of Legal Certainty, Government Regulation Number 42 of 2024 normatively provides clearer rules by shifting the validity of halal certificates from a periodic renewal system to continuous validity based on the substantive condition of the product. Empirically, however, legal certainty has not been fully realized due to the absence of clear operational technical guidelines, which creates ambiguity and differing understandings among UMK actors regarding post-certification reporting obligations. From the perspective of al-Syathibi’s Theory of Maslahah, the policy in principle fulfils aspects of daruriyah maslahah, particularly the protection of religion (hifz al-din), life (hifz al-nafs), and property (hifz al-mal).
