Ag., M.Hum. abstract: Coal mining activities have a strategic role in promoting economic growth and public welfare; however, they also cause negative impacts such as environmental damage, pollution, and safety risks due to abandoned mine pits. Law Number 2 of 2025 was enacted as an effort to improve previous regulations, but it still leaves unresolved issues, particularly regarding the regulation of reclamation and post-mining activities which are not yet optimal. This research is a library research using a normative juridical approach with a descriptive-analytical nature. The approaches used include statutory and conceptual approaches. Data were obtained from primary and secondary legal materials through literature study, then analyzed qualitatively. The theoretical framework used is the principle of Sadd al-Żarī‘ah as an effort to prevent harm and Fath al-Żarī‘ah as an effort to realize public benefit within the perspective of Islamic law. The results show that the regulation in Law Number 2 of 2025 has not fully reflected preventive principles and public benefit. The absence of detailed technical standards and the flexibility in reclamation and post-mining obligations result in suboptimal environmental protection. From the perspective of Sadd alŻarī‘ ah, the regulation still leaves room for potential harm, while from the perspective of Fath al-Żarī‘ah it has not been able to optimally promote sustainable utilization.
