AL ANSHOR MADINAH BAROKAH TOURS AND TRAVEL YOGYAKARTA Ali Gufron Hamid Nasution, NIM.: 22102040022 Manajemen Dakwah This study aims to analyze risk management and determine mitigation strategies against potential umrah departure failures at PT Al Anshor Madinah Barokah Tours and Travel Yogyakarta. Given its excellent track record and large volume of pilgrims, the institution's mitigation strategies are highly worthy of investigation. The research focus is directed at the efforts made by the institution in maintaining departure certainty, service smoothness, and compliance with applicable regulations. This study utilizes a descriptive qualitative method. Data collection was conducted in-depth through direct observation of operational activities, intensive interviews with the company leader, administrative staff, and representatives of umrah pilgrims, alongside documentation study. The data analysis process includes data reduction, data presentation, and conclusion drawing. The results indicate that risk identification centers on two main aspects. First, external factors related to the dynamics of cross-border policies and regulations, such as sudden changes in health (vaccination) and immigration requirements between the Indonesian and Saudi Arabian governments. Second, internal factors in the form of operational and financial risks associated with the certainty of departure quotas. The implemented mitigation strategies include comprehensive planning from the beginning of the umrah season through an airline block seat system and hotel reservations for the upcoming year to avoid the risk of lost capital and guarantee the availability of core facilities. Furthermore, the institution mitigates external risks through proactive monitoring and rapid adaptation to the latest regulatory information. Through these preventive measures, PT Al Anshor Madinah Barokah is proven capable of minimizing both bureaucratic and operational obstacles in organizing umrah pilgrimages.
