%T TINJAUAN SOSIOLOGI HUKUM ISLAM TERHADAP PELAKSANAAN BIMBINGAN PERKAWINAN DI KUA PARUNG KABUPATEN BOGOR
%X Marriage is a sacred bond aimed at forming a family characterized by sakinah, mawaddah, and rahmah. To achieve this goal, prospective spouses must be well-prepared and have a mature understanding of their responsibilities before entering married life. One initiative undertaken by the government through the Office of Religious Affairs (KUA) is the implementation of a marriage counseling program to equip prospective couples. This program aims to provide an understanding of the rights and obligations of husbands and wives, household communication, conflict management, and the formation of a harmonious family. However, the implementation of marriage counseling at the KUA in Parung, Bogor Regency, has not yet been optimal. This is evident from the low attendance rate of participants, the infrequent implementation of the program, and the fact that there are still prospective couples and guardians who do not fully understand the ijab qabul ceremony. Therefore, this study was conducted to examine the implementation of marriage counseling at the Parung KUA and the factors causing the program to be rarely implemented, viewed from the perspective of Islamic legal sociology.
This study is a field study employing an Islamic legal sociology approach. Data were collected through observation, interviews, and documentation with heads of the KUA, marriage officiants, religious counselors, and participants in marriage counseling. The research analysis draws on M. Atho' Mudzhar's theory from the perspective of Islamic legal sociology.
The research findings indicate that the implementation of marriage counseling at the Parung KUA has not been effective due to low participant awareness, the busy work schedules of prospective brides and grooms, time constraints, and suboptimal program outreach. From the perspective of M. Atho' Mudzhar’s sociology of Islamic law, the implementation of marriage counseling demonstrates a relationship between Islamic legal norms and the social conditions of the community. Although the marriage counseling program has been designed to prepare prospective couples, its implementation is still influenced by social factors that affect the level of community compliance and participation. Therefore, improved outreach and the quality of program implementation are necessary to achieve the goal of forming harmonious and sakinah families.
