"The determination of the beginning of the Hijri month is a crucial issue in\r\nIslamic astronomy (falak) as it is directly related to the observance of Islamic\r\nrituals such as Ramadan fasting, Eid al-Fitr, Eid al-Adha, and the Hajj\r\npilgrimage. In the Southeast Asian context, member states of MABIMS have\r\nadopted the Imkan al-Ru’yah criteria as a common guideline to promote the\r\nharmonization of the Hijri calendar. Despite employing the same criteria,\r\ndifferences in the determination of the beginning of Hijri months continue to\r\noccur in practice among some member countries. This situation indicates that the\r\nissue lies not only in the criteria themselves but also in their implementation,\r\ninstitutional mechanisms, moon-sighting verification processes, and geographical\r\nfactors that influence decision-making. Therefore, this study aims to analyze and\r\ncompare the implementation of the MABIMS Imkan al-Ru’yah criteria in\r\ndetermining the beginning of the Hijri month in Malaysia and Brunei Darussalam\r\nand to examine its application through the perspective of Burhani epistemology.\r\nThis study is a field research employing a normative-empirical approach.\r\nPrimary data were obtained through interviews with individuals directly involved\r\nin the determination of the beginning of the Hijri month, namely officials from the\r\nFalak Division of the Sarawak Mufti Department in Malaysia and officers from\r\nthe Syariah Judiciary Department and the Survey Department of Brunei\r\nDarussalam. Secondary data were collected through documentation, including\r\nregulations, crescent moon observation reports, literature on Islamic astronomy,\r\nand official MABIMS documents. Data collection techniques consisted of\r\ninterviews and documentation, while data analysis was conducted using\r\ndescriptive-analytical and comparative methods. Burhani epistemology was\r\nemployed as the analytical framework to assess the rationality, empirical\r\nobservation, and scientific reasoning underlying the implementation of the Imkan\r\nal-Ru’yah criteria.\r\nThe findings reveal that both Malaysia and Brunei Darussalam implement\r\nthe revised 2021 MABIMS Imkan al-Ru’yah criteria as the basis for determining\r\nthe beginning of the Hijri month through the integration of astronomical\r\ncalculations (hisab) and crescent moon observation (ru’yah). However,\r\ndifferences exist in their institutional structures, moon-sighting verification\r\nmechanisms, and management of observational data. Analysis based on Burhani\r\nepistemology demonstrates that the implementation of the Imkan al-Ru’yah\r\ncriteria in both countries is founded upon empirical evidence and rational\r\nastronomical considerations. Geographical factors, including horizon conditions,\r\natmospheric characteristics, and observation site locations, also influence the\r\nvisibility of the crescent moon and the decision-making process. Although\r\ntechnical and administrative differences remain, both countries demonstrate a\r\nshared commitment to implementing the Imkan al-Ru’yah criteria in a scientifically and religiously accountable manner to support the harmonization of\r\nthe Hijri calendar within the MABIMS region."^^ .
