planning policies on the north coast based on Tangerang Regency Regulation No. 13 of&#13;
2011 concerning the Regional Spatial Plan (RTRW). The project, developed by the Agung&#13;
Sedayu Group and the Salim Group with an investment value of IDR 40 trillion, has&#13;
sparked controversy due to alleged non-compliance with the RTRW, coastal environmental&#13;
damage caused by the conversion of protected areas and fish ponds, as well as social&#13;
conflicts resulting from evictions and minimal community participation.&#13;
This study uses qualitative research methods involving field research and&#13;
an empirical juridical approach. Primary data was obtained through observations,&#13;
interviews, and documentation involving the community and relevant parties, while&#13;
secondary data was sourced from laws and regulations, journals, books, scientific&#13;
articles, and various other literature sources. Qualitative data analysis was&#13;
conducted using a descriptive-analytical approach to understand the phenomena&#13;
occurring in the field.&#13;
The results indicate that the development of PIK 2, as part of the National&#13;
Strategic Project, has generated positive impacts such as increased economic&#13;
activity, job opportunities, and infrastructure development. However, this&#13;
development has also caused negative impacts including environmental&#13;
degradation, the loss of livelihoods for some coastal communities, and potential&#13;
social conflicts. Therefore, a balance is needed between the interests of&#13;
development, environmental protection, and community welfare to achieve&#13;
