"The abundance of natural resources, particularly in the marine sector, has\r\nmade Bulukumba Regency a maritime region with approximately 13,000 fishermen.\r\nSuch vast potential should make fishing a promising occupation capable of\r\nproviding a decent standard of living. However, the reality in the field remains far\r\nfrom ideal, especially in Sapolohe Village, where the majority of residents are\r\nsmall-scale or traditional fishermen who experience a relatively high level of\r\nvulnerability compared to large-scale or modern fishermen. This study aims to\r\nanalyze the various vulnerabilities faced by fishermen, the survival strategies they\r\nemploy, and the impacts of these strategies on their economic conditions and\r\nwelfare. This study employs a qualitative method with a case study approach. Data\r\nwere collected through in-depth interviews, participant observation, and\r\ndocumentation, and were analyzed using data reduction, data display, and\r\nconclusion drawing techniques. The study is grounded in Vulnerability Theory,\r\nLivelihood Strategy Theory, and Economic Welfare Theory.\r\nThe findings reveal that fishermen experience four main forms of\r\nvulnerability: environmental vulnerability in the form of climate and weather\r\nchanges; economic vulnerability in the form of fluctuating fish prices;\r\ntechnological vulnerability caused by damage to fishing equipment due to the\r\ncontinued use of simple and traditional production tools; and political or policy\r\nvulnerability resulting from increases in fuel prices. Despite these challenges,\r\nfishermen are able to survive by utilizing both informal and formal survival\r\nstrategies. Informal survival strategies include mappatulung (mutual assistance),\r\nsaving practices, borrowing systems, livelihood diversification, as well as beliefs\r\nand taboos related to fishing activities. Meanwhile, formal survival strategies\r\nconsist of social assistance programs, the establishment of fishermen groups and\r\nthe provision of support facilities for fisheries business actors, fishermen insurance,\r\nand aquaculture insurance.\r\nInformal survival strategies have proven effective in helping fishermen\r\nrespond quickly to vulnerabilities because they are flexible and easily accessible.\r\nHowever, these strategies generally only enable households to maintain a\r\nsubsistence level of living and, in some cases, may create economic consequences\r\nin the future. On the other hand, formal survival strategies provide more structured\r\nprotection and have greater potential to improve fishermen’s welfare. Nevertheless,\r\ntheir impacts do not occur instantly but develop gradually and depend largely on\r\nthe ability of fishermen’s households to manage and utilize the support they receive.\r\nTheoretically, the findings of this study reinforce and extend the application of\r\nVulnerability Theory, Livelihood Strategy Theory, and Economic Welfare Theory in\r\nexplaining the living conditions of fishermen in Sapolohe Village, Bulukumba\r\nRegency."^^ .
