This change raises issues related to the consistency of election design, regulatory readiness, and implementation effectiveness, including the question of whether this new policy truly brings benefits and aligns with the principles of constitutional democracy. This study aims to analyze the existence of this decision and assess its compliance with the concept of maṣlaḥah and the values of constitutional democracy. This research employs a library research method with a normative-juridical and descriptive-analytical approach to examine relevant legislation, Constitutional Court decisions, and academic literature in assessing the changes to the electoral system and their alignment with maṣlaḥah and constitutional democracy after Decision 135/PUU-XXII/2024. The theoretical frameworks used maṣlaḥah mursalah and constitutional democracy serve to analyze the policy changes and evaluate the extent to which the decision upholds the principles of public benefit and constitutional values. Data were collected through literature review and document analysis to support the assessment of the decision. The results of this study indicate that the existence of Constitutional Court Decision Number 135/PUU-XXII/2024, from the perspective of maṣlaḥah, reflects an effort to realize public benefit within the electoral system.
