UD. Surya Tanindo, a rice production company in Yogyakarta, has relied solely on the owner's intuition for procurement decisions without a standardized method. This study integrates the Analytical Hierarchy Process (AHP) and Goal Programming (GP) to determine priority criteria, supplier rankings, and optimal order quantity allocation among 12 active paddy suppliers during the peak harvest period of January-March 2026. Data were collected through pairwise comparison questionnaires distributed to three internal experts, interviews, observation, and company records. AHP results identified quality as the dominant criterion (weight 0.5820), followed by price (0.2480), flexibility (0.1148), and location (0.0552). The global supplier ranking placed Supplier I first (0.1508) and Supplier J second (0.1401), while Supplier F (0.0378) and Supplier L (0.0409) ranked lowest. The GP model incorporated AHP weights into three goal functions: volume fulfillment, budget efficiency, and supplier performance maximization. Optimization results precisely met all volume targets, 66,151 kg, 50,850 kg, and 38,121 kg, while eliminating Suppliers F and L. A cost increase of IDR 653,350 (0.06%) was deemed rational as a quality assurance premium. Sensitivity analysis under a 5.6% price surge scenario confirmed model robustness, achieving savings of IDR 218,645 against the existing procurement pattern.
