Wilayah dataran tinggi ini sering kali terpinggirkan akibat kebijakan pembangunan yang bias perkotaan (urban bias) dan sentralistik, terutama pada masa pemerintahan Orde Baru. Penulisan ini bertujuan menganalisis korelasi antara kebijakan pemerintah—baik yang bersifat represif-diskriminatif di masa lalu maupun yang bercorak desentralistik di era kontemporer—terhadap respons sosial-politik serta kondisi infrastruktur di Donggo. Melalui metode pendekatan historis-analitis, tulisan ini membedah Peristiwa Donggo 1972 sebagai kulminasi perlawanan terhadap ketimpangan struktural, hingga mengevaluasi penerapan kebijakan good governance dalam pembangunan wilayah dataran tinggi saat ini.
