"The teaching of Mahārah Kalām (Arabic speaking skills) in\r\nhigher education continues to face several challenges, including\r\nstudents' low self-confidence in speaking Arabic, teacher-centered\r\ninstructional practices, underdeveloped learner autonomy, and the\r\nlimited integration of digital technology into the learning process. This\r\nstudy aimed to (1) analyze the needs for developing a Mahārah Kalām\r\nlearning model, (2) design and develop the Tamkīn Model based on\r\nCyber-Heutagogy, and (3) examine the validity, practicality, and\r\neffectiveness of the model in improving the Arabic speaking skills of\r\nstudents in the Arabic Language Education Study Program at\r\nUniversitas Sains Al-Qur'an (UNSIQ).\r\nThis study employed a Research and Development (R&D)\r\napproach using the ADDIE instructional design model proposed by\r\nBranch, consisting of the stages of Analysis, Design, Development,\r\nImplementation, and Evaluation. The model was developed through a\r\nsynthesis of the needs analysis and the integration of several\r\ntheoretical foundations, including Language Acquisition Theory,\r\nSocial Constructivism, Expectancy Theory, Humanistic Learning\r\nTheory, Differentiated Learning, Cybergogy, and Heutagogy. This\r\ntheoretical synthesis resulted in the development of the Tamkīn Model\r\nbased on Cyber-Heutagogy, operationalized through the ACT-SAIN\r\nlearning syntax: Affirmation, Self Concept, Tendency, Self Initiative,\r\nAction Note, Implementation, and Nurture. These stages were\r\ndesigned to foster learners' motivation, self-concept, goal orientation,\r\nlearning initiative, reflective practice, authentic communication, and\r\nsustainable learning.\r\nThe research produced the Tamkīn Model together with\r\nsupporting instructional products, including a model handbook,\r\nlecturer and student guidebooks, a Semester Learning Plan (RPS),\r\nlearning modules, student worksheets (LKM), assessment rubrics,\r\ndigital learning media based on a Learning Management System\r\n(LMS), and an implementation observation instrument. Expert\r\nvalidation indicated that both the model and its supporting\r\ninstructional materials achieved a highly valid category. The\r\nimplementation of the model also proved effective in enhancing\r\nstudents' Mahārah Kalām, as evidenced by an increase in the mean\r\nscore from 62.56 in the pre-test to 77.47 in the post-test, an increase in\r\nlearning mastery from 18.75% to 90.63%, and an N-Gain score of\r\n0.40, indicating a moderate level of improvement.\r\nThis study contributes to the field by the development of the\r\nTamkīn Model as a Mahārah Kalām instructional model that integrates\r\nthe concept of Tamkīn as an educational paradigm of empowerment\r\ntoward learner autonomy, synthesizes multiple contemporary learning\r\ntheories, and incorporates the Cyber-Heutagogy approach into the\r\nACT-SAIN instructional syntax. Beyond improving Arabic speaking\r\nproficiency, the model promotes autonomous, reflective, and\r\ncollaborative learning supported by digital technology and Artificial\r\nIntelligence (AI). Consequently, it offers both conceptual and\r\npedagogical contributions to the advancement of Arabic language\r\neducation in higher education within the context of the digital era."^^ .
