Despite its noble goals, the program's implementation faced serious challenges in the form of mass poisoning incidents affecting hundreds of students in various regions, including Yogyakarta City and Sleman Regency. This situation has given rise to public concern, collective trauma, and a decline in public trust. The main problem examined in this research is the lack of norms; existing regulations do not explicitly regulate legal accountability mechanisms, potentially leading to impunity and legal uncertainty for victims. This research aims to analyze the challenges of legal accountability in the MBG Program, the urgency of establishing specific regulations, and the Siy?sah Tasyri?iyyah's review of the formation of BGN legal accountability regulations within the MBG Program in the Special Region of Yogyakarta. This research is a descriptive-analytical field study with a juridical-empirical approach. Data were collected through observation, searching for information on the web and in the news, interviews with Nutrition Fulfillment Service Unit (SPPG) officers and teachers of SMAN 1 Yogyakarta, SDN Tamansari I Yogyakarta, SMPN 1 Mlati, and SDN Tirtoadi and documentation. Data analysis techniques were conducted through five stages according to Creswell: data collection, reduction, classification, mapping, and analysis. The results of the study indicate that there are gaps in operational mechanisms, the current operational mechanisms are not yet effective in ensuring food safety, while legal instruments such as Standard Operating Procedures (SOP) and Presidential Regulations (Perpres) are insufficient to provide legal protection and facilitate access to justice for food poisoning victims. Based on the perspectives of sociological jurisprudence and siy?sah tasyri?iyyah, the establishment of special regulations at the level of law regarding the legal accountability of BGN is an urgent need to fill the legal vacuum, minimize risks, and guarantee the welfare and protection of life (?if? al-nafs) for beneficiaries. This research contributes conceptually and normatively to the government in developing more responsive and equitable public policies, providing legal certainty in the governance of the national nutrition fulfillment program, and legal protection for program beneficiaries.
