The RT Keren Program is an innovation of the Blitar City Government intended to enhance the role of neighborhood associations (RT) in public services, community empowerment, and sustainable development through community participation. This research is motivated by several challenges in the implementation of the program, including the lack of program effectiveness, transparency, and sustainability of its impacts on society. This research is a field research employing a descriptive qualitative approach. Data were collected through observation, interviews, and documentation involving local government officials, program implementation teams, RT/RW leaders, and the community in Kepanjenkidul District. The analysis was conducted using the theory of good governance by UNDP and the principles of siyasah syar’iyyah. The results indicate that the implementation of the RT Keren Program has reflected several principles of good governance, such as community participation, government responsiveness, and community empowerment orientation. However, there are still obstacles related to transparency, accountability, implementation effectiveness, and equal public participation. From the perspective of siyasah syar’iyyah, the program is generally in line with the principles of public welfare (maslahah), deliberation (musyawarah), trustworthiness (amanah), and justice in governance. Nevertheless, its implementation still requires strengthening in supervision, budget management, and the quality of human resources involved in the program to achieve optimal community-based development goals.
