(RT Keren) Program in Kepanjenkidul District, Blitar City, based on the&#13;
perspectives of good governance and siyasah syar’iyyah. The RT Keren Program&#13;
is an innovation of the Blitar City Government intended to enhance the role of&#13;
neighborhood associations (RT) in public services, community empowerment, and&#13;
sustainable development through community participation. This research is&#13;
motivated by several challenges in the implementation of the program, including&#13;
the lack of program effectiveness, transparency, and sustainability of its impacts on&#13;
society.&#13;
This research is a field research employing a descriptive qualitative approach.&#13;
Data were collected through observation, interviews, and documentation involving&#13;
local government officials, program implementation teams, RT/RW leaders, and&#13;
the community in Kepanjenkidul District. The analysis was conducted using the&#13;
theory of good governance by UNDP and the principles of siyasah syar’iyyah.&#13;
The results indicate that the implementation of the RT Keren Program has&#13;
reflected several principles of good governance, such as community participation,&#13;
government responsiveness, and community empowerment orientation. However,&#13;
there are still obstacles related to transparency, accountability, implementation&#13;
effectiveness, and equal public participation. From the perspective of siyasah&#13;
syar’iyyah, the program is generally in line with the principles of public welfare&#13;
(maslahah), deliberation (musyawarah), trustworthiness (amanah), and justice in&#13;
governance. Nevertheless, its implementation still requires strengthening in&#13;
supervision, budget management, and the quality of human resources involved in&#13;
the program to achieve optimal community-based development goals. This study is&#13;
expected to serve as an evaluation material for local governments in improving the&#13;
quality of community-based governance programs and strengthening the&#13;
implementation of good governance principles and siyasah syar’iyyah values in&#13;
