On the one hand, sound horeg is regarded as a medium of entertainment, cultural expression, and a driver of the local economy. On the other hand, the high level of noise it generates has caused various negative impacts, including health problems, public discomfort, disruption of religious activities, and social conflicts among community members. This phenomenon is therefore relevant to be examined from the perspective of the hadith concerning the prohibition of harming one's neighbors in order to obtain a contextual understanding of contemporary social issues. This study employs a qualitative library research approach. The primary data consist of hadiths concerning the prohibition of disturbing neighbors found in the Kutub al-Sittah, while the secondary data are derived from hadith commentaries (syarh), books, scientific journals, and other relevant literature. The analysis applies Hans-Georg Gadamer's philosophical hermeneutics through the concepts of historically effected consciousness, pre-understanding, fusion of horizons, and application to relate the historical meaning of the hadith to the contemporary phenomenon of sound horeg noise. The findings reveal that the substance of the hadith prohibiting harm toward neighbors is not limited to the forms of disturbance that occurred during the time of the Prophet Muhammad (peace be upon him), but rather embodies universal values concerning the obligation to preserve security, comfort, and harmonious social relations. Through the process of the fusion of horizons, this study concludes that the use of sound horeg is not inherently contrary to Islamic teachings as long as it does not cause harm (mafsadah) to the surrounding community. Conversely, when its excessive noise disrupts public health, tranquility, religious activities, and the social rights of community members, such practices contradict the moral values embodied in the hadith.
